EBSCO does require a separate account to download some e-books in its collections. The account is free, and once you've made an account you should be able to download all such titles more easily.

EBSCO also requires you to download the title through an additional piece of software (depending on your OS), and that, in turn, may require another separate account with Adobe.  

One workaround is downloading page ranges instead. If you use the "PDF full text" link on the left, when the pdf opens you'll see a "save pages" link at the top of the frame. This will enable you to save up to 100 pages of the book without going through additional accounts and software. It's a bit more work, but it offers an alternative if you're not comfortable with creating additional accounts. And if you're really mostly interested in one section of the title, then it's definitely the easier way.
